Woman charged in ricin case released on house arrest

U.S. District Court documents filed Tuesday  show Ponca City resident Danielle Dana Layman, charged with using interstate or foreign commerce with intent to commit a murder, waived her preliminary hearing and was released from federal custody under the following conditions:

• She must not violate any federal, state or local law while on release.
• She must cooperate in the collection of a DNA sample if it is authorized.
• She must advise the court or the pretrial services office or supervising officer in writing before making
  any change of residence or telephone number.
• The defendant must appear in court as required and, if convicted, must surrender as directed to serve a sentence that the court may impose.
• The defendant must sign an Appearance Bond, if ordered.
• She must submit to supervision by and report for supervision.
• She must surrender any U.S. passport, foreign passport, and/or other documents used for international travel.
• She must not obtain a passport or other international travel document.
• She must abide by the following restrictions on personal association, residence, or travel: Travel restricted to the Western District of Oklahoma, unless pre-approved by USPO excepting travel toall medical appointments in Winfield, Kansas.
• She must avoid all contact, directly or indirectly, with any person who is or may be a victim or witness in the investigation or prosecution.
• She must get medical or psychiatric treatment as directed.
• She must not possess a firearm, destructive device, or other weapon.
• She is restricted to 24-hour-a-day lock-down at her residence except for medical necessities and
  court appearances or other activities specifically approved by the court, excepting travel to Woodlands Elementary, Ponca City High School,and YMCA KidsZone solely for the purposes of picking up and dropping off her children and/or for attorney visits approved in advance.
• She must pay all or part of the cost of the program based on abilityto pay.
• She must report as soon as possible, to the pretrial services office or supervising officer, every contact with law enforcement personnel, including arrests, questioning, or traffic stops.
• She must contribute to the cost of treatment services rendered (co-payment) in an amount to be determined by the pretrial services office or upervising officer, based on the ability to pay.
• The defendant shall immediately report to the U.S. Probation Officer possession and/or use of computers, mobile devices, or other devices capable of connecting to the Internet.
• She shall submit to an initial inspection by the U.S. Probation Office and to any periodic or continuous examinations during supervision of the defendant’s computer and any devices, programs, or application. The defendant shall allow the installation of any hardware or software systems which monitor or filter computer use. The defendant shall warn any third parties who own or use such equipment that any computer used by the defendant may be subject to examination and monitoring. The defendant shall contribute to the cost of the computer monitoring in an amount to be determined by the probation officer, based on ability to pay.

Based on these conditions, U.S. Magistrate Judge Charles B. Goodwin ordered the U.S. Marshal to release Layman.

Layman was arrested June 30, accused of engaging an individual to travel to Israel for the purpose of administering ricin to  her former husband. Ricin is a poison created from castor beans.

The witness asked to participate in the scheme was given a packet of ricin, along with codes and instructions, according to an affidavit filed in the case.
