Special school board meeting set for noon Tuesday

A special meeting of the Ponca City Board of Education is scheduled for noon Tuesday, April 3, at the Board Room in the Administration Center, 613 East Grand Avenue.
The board will discuss an annual review of existing written policies and procedures or consider and take action on the adoption of written policies and procedures for post-issuance compliance on bond issues.
The board also will discuss continuing disclosure obligations.
The board also will receive bids for the $9,865,000 General Obligation Building Bonds of the school district and award bonds to the lowest bidder.
Then the board will consider and take action on a resolution providing for the issuance of General Obligation Building Bonds in the sum of $9,865,000 by the school district; authorized at an election called and held for such purpose, prescribing the form of bonds; providing for the registration thereof; providing for the levy of an annual tax for the payment of the principal and interest on the same, and fixing other details of the issue.
After these items, the board will consider and take action on a contract with Kyler Construction Group as the construction manager for Washington Pre-K Center ADA/remodel and the Roosevelt Teen PEP/Wildcat Academy remodel projects.
The board will consider and take action on bids to update the ADA accessibility to the Washington Pre-K Center in the amount of $206,486.66. Kyler Construction Group received bids on March 8 to construct an elevator, ramp and close in the windows in the cafeteria storm shelter. Bret Smith and Kyler Construction Group will answer questions.
Then the board will consider and take action on the Guaranteed Maximum Price of $290,958,66 to update ADA accessibility to Washington Pre-K Center. The GMP will include subcontact bids, general condition, contingency and the Construction Manager fee of 6 percent. Bret Smith and Kyler Construction Group will answer questions.
The next item the board will consider and take action on is accepting bids to remodel the existing/current varsity football dressing room at Sullins Stadium. Bids were received on March 29. Rick Scott Construction Company received sub-contract bids to remodel the locker room, replace fencing, construct a ramp and add to the parking lot near the baseball field and the weight room. A recommendation on the amount of the bids will be presented to the board. Bret Smith and Rick Scott Construction Company will answer questions.
Two district financial reports follow on the agenda. The board will consider and take action on Fiscal Year 18 General Fund Encumbrance #1257-#1434 and the Booster Club Fundraiser Approval Form. Brenda Storie will answer questions.
A fundraiser agreement also will come before the board. Board members will consider and take action on an agreement with Smith Home Furnishings to provide furniture and employees for the Instrumental Music Parents Association fundraiser event on April 15. Smith Home Furnishings will pay 10 percent of ales to the IMPA Booster Club to support the Ponca City Schools band and orchestra. Brenda Storie will answer questions.
Board members also will consider and take action on an agreement with Unique Travels and Tours on the Ponca City High School Orchestra’s educational field trip to Dallas, Texas. An agreement with Unique Travels and Tours will replace an agreement approved at the Jan. 8, 2018, board meeting. The replacement agreement includes meals that were not included in the original agreement. The cost of this agreement is $39,040, based on 80 students. It will be paid from activity funds.
Superintendent Shelley Arrott recommends approval of all agenda items.
