Ponca City Police searching for parolee

Floyd C Milligan, 50 year old Caucasian male, has provided incorrect address information with the local Probation and Parole Office and has failed to register as a sex offender with the Ponca City Police Department.

Upon his release from the Department of Corrections on July 8, 2016 Milligan was given 24 hours to check in with his probation officer, he did not. Prior to his release Milligan provided addresses for contact. These addresses have been proven to be futile; one is actually a vacant lot. Within a three day period Milligan was to register with the Ponca City Police Department, he has not.

Milligan’s record with the Department of Corrections dates back to 1989 and lists convictions for Sodomy, Lewd Molestation, Forcibly Sodomy and numerous charges for failing to register as a sex offender.

Milligan is 5’8” tall, weighs approximately 200 pounds has gray hair and brown eyes.
