Ponca City leash law is very clear

The City of Ponca City’s Municipal Ordinance referring to leash laws is very clear. The Ponca City Police Department said dogs and cats must wear leashes, preventing them from running at large.

The ordinance states, "It shall be unlawful for any person to allow or permit any animal under his care or control to be at large within the limits of the city." The ordinance defines the term “at large” as when the animal is not under restraint.

Camping at Lake Ponca is no exception. The ordinance addresses this specifically by stat ing, "It shall be unlawful for any person to allow or permit a dog or cat to be within any camping area unless such dog or cat is on a leash at all times ."
