PCPS Announces PHASE-IN TO Activities

The PCPS District has determined it is safe as of June 8, 2020, to return to activities with restrictions. In order to ensure the safety of all, the following recommended procedures will be put in place at our athletic facilities.
All groups are expected to follow each item outlined in this Phase-In PCPS document. The situation surrounding COVID-19 is fluid and adjustments may need to be made.
Based on the Oklahoma Secondary School Activities Association (OSSAA) Board Meeting on May 22, 2020, all programs must follow the OSSAA rule book when it comes to summer activities. All summer practices are to be approved by the PCPS Athletic Director.
Any student at a PCPS facility will be required to have a parent signed waiver. This waiver will state the dangers of COVID-19 and the risk each student will take being in contact with other athletes and staff daily. These workouts are VOLUNTARY. Non-participation will NOT be counted against any athlete.
PHASE I: JUNE 8, 2020 THROUGH JUNE 26, 2020
(OSSAA DEAD PERIOD JUNE 27-JULY 5)
On June 8, 2020, PCPS coaches may have face-to-face contact with secondary level students using the provisions provided below. All individual programs must follow OSSAA rules and procedures, as well as, the following PCPS safety guidelines.
An OSSAA Dead Period is a specified period of time where coaches, assistant coaches and sponsors may not have any contact with enrolled or pre-enrolled students in all athletic activities. Students may not use any member school’s athletic facilities during the Dead Period.
WEIGHT ROOM
- Each person entering the facility must have his or her temperature checked upon arrival. Any individual with a temperature registering 100.4 degrees or above will not be permitted to stay.
- Hands must be washed or hand sanitizer used prior to entering and leaving the facility.
- Equipment, locker rooms, and restrooms (if opened) must be sanitized before use and at the conclusion of the workout.
- Three people maximum on any one piece of equipment
- All groups must be a minimum of six feet apart; the total number allowed in a weight room must comply with six feet between each group.
- No sharing of bottles, towels, gloves, or any other personal equipment will be permitted.
GYM/INDOOR FACILITIES
- Each person entering the facility must have his or her temperature checked upon arrival. Any individual with a temperature registering 100.4 degrees or above will not be permitted to stay.
- Hands must be washed or hand sanitizer used prior to entering or leaving the facility.
- Equipment, locker rooms, and restrooms (if opened) must be sanitized before use and at the conclusion of the workout.
- Each person must remain a minimum of six feet apart.
- No sharing of bottles, towels, gloves, or any other personal equipment is permitted.
- Any equipment used, including weights, balls, bats, helmets, etc., must be disinfected before and after each session.
- Sports Skill Camp may take place as long as small groups and social distancing is enforced. Small groups for indoors are limited to 8-10 students.
OUTDOORS
- Each person entering the facility must have his or her temperature checked upon arrival. Any individual with a temperature registering 100.4 degrees or above will not be permitted to stay.
- Hands must be washed or hand sanitizer used prior to handling of equipment. Each person must remain a minimum of six feet apart
- No shared helmets or equipment worn on the head including facemasks.
- No shared hydrating bottles, towels, gloves, or any other personal equipment is permitted.
- Any equipment used, including weights, balls, bats, helmets, etc., must be disinfected before and after each group session.
- Sports Skill Camp may take place as long as small groups and social distancing is enforced. Small groups for outdoors are limited to 15-20 students.
DEAD PERIOD – The OSSAA Dead Period is scheduled for June 27-July 5, 2020. We anticipate this being an OSSAA agenda item at their next regularly scheduled board meeting on June 9, 2020; considering its waiving this summer.
PHASE II: JUNE 29, 2020 THROUGH JULY 31, 2020
(OSSAA DEAD PERIOD JUNE 27-JULY 5)
All individual programs must follow OSSAA rules and procedures, as well as, the following PCPS safety guidelines.
- Each person entering the facility must have his or her temperature checked upon arrival. Any individual with a temperature registering 100.4 degrees or above will not be permitted to stay.
- Hands must be washed or hand sanitizer used prior to entering and leaving the facility.
- Equipment, locker rooms, and restrooms (if opened) must be sanitized before use and at the conclusion of the workout.
- All participants must comply with social distancing requirements.
- Any equipment used, including weights, balls, bats, helmets, etc., must be disinfected before and after each group session.
- Tryouts are permitted but adhere to the allowable group sizes for indoor and/or outdoor activities of Phase I.
- No shared bottles, towels, gloves, or any other personal equipment is permitted.
- Skill camps and clinics will be allowed (With OSSAA approval).
SPECIAL NOTE: ON JULY 15, 2020 – Unrestricted practice may begin for fast-pitch, fall baseball, volleyball, cross-country and marching band.
PHASE III—AUGUST 1, 2020
Practice may continue for fast-pitch softball, fall baseball, volleyball, cross-country and marching band.
Special Notes:
- Marching Band (All Arts) will follow same guidelines.
- Parent meetings may take place via “Zoom” or offsite.
- No scrimmages or youth camps allowed.
- Fundraisers/Golf Tournaments are permitted as long as they are held off-campus.
- No outside organizations will be allowed to use PCPS facilities.
- Physicals from last year will not be valid for summer activities. All students need to complete a 2020-2021 physical prior to participation.
- Each program must follow OSSAA rules.
- Team camps are not allowed.
- Skill camps and clinics will be allowed (With OSSAA approval).
- Tryouts will not be permitted until Phase II.
- Guidelines are Subject to change pending CDC, State Health Department and State Department of Education. This includes Phase I through Phase III.
Q and A:
Question: Can non-school secondary level teams (students in grades 7-12) participate in camps or clinics or play in leagues at member school facilities?
Answer: No. Member school facilities may not be used for any camps, clinics or leagues for secondary level students (Students in grades 7-12).
Question: Can 7th-8th grade students participate in PCPS summer activities?
Answer: No. Students in 7th-8th grades will not be allowed to participate. PCPS goal is to return to normal this fall so upper level students will have their final opportunities to compete.
Question: Are non-athletic activities included in these restrictions?
Answer: Yes, all activities are included in the restrictions.
Question: Does screening need to occur each day for each activity?
Answer: Temperatures need to be taken daily or until further notice.
Question: If a person is sent home due to a 100.4 temperature, can they come back the next day?
Answer: A person sent home will not be permitted to return that same day but may return the following day.
Question: Does a participant need a physical prior to participation in Phase I or Phase II activities?
Answer: Yes, a physical is required for participation in summer activities.
Question: Can a bandana be used as a face covering?
Answer: Yes. A mask, bandana, or any cloth face covering may be used.
Question: Can fall activities such as fast-pitch, cross-country, volleyball and marching band, begin unrestricted practice on July 15?
Answer: Yes, fall activities, with the exception of football, may begin unrestricted practice on July 15.
Question: What is unrestricted practice?
Answer: Unrestricted means approved teams for their season may go beyond 60 minutes of instruction. Groups will continue practicing feasible and practical social distancing. Groups will also continue sanitizing of hands, equipment, and apparel.
