The Ponca City Board of Commissioners met in regular session on April 24, 2023. Mayor Homer Nicholson called the meeting to order, which was followed by the pledge of allegiance. Commissioners Garrett Bowers, Paul Taylor and Kelsey Wagner were in attendance. Commission Robert Bodick was absent.
Consent Agenda
Under the Consent Agenda, the City Commission approved the minutes of the Ponca City Board of Commissioners regular session held April 10, 2023; a resolution appropriating money for the payment of claims against the City of Ponca City, Oklahoma; a resolution appointing members to various boards and commissions and establishing terms of office; a resolution amending the operating budget of various funds for Fiscal Year 2022-23; and ratified the City Manager’s action taken on renewing a contract with HCC Direct for individual and aggregate re-insurance on the City’s health insurance benefit plan for the Fiscal Year beginning July 1, 2023.
Reports
Under Reports, City Manager Craig Stephenson reported that Spring Cleanup will continue thru April 29 for Ponca City residents, the entire City-limits build out of the Ponca City Broadband project is anticipated to be complete by the first of May; and registration for the Ponca City Notification System is now available at www.poncacityok.gov/
Stephenson also announced that the project to mill and overlay Union Street, from Gary Avenue to Liberty Avenue, and Prospect Avenue, from Pecan to 1450’ east, is scheduled to begin Monday, May 1, weather permitting. Both streets will remain open to through traffic during the project, but will be reduced to one lane and controlled by flaggers in the immediate areas of work. Local property access will be maintained, but will be restricted for short periods when the milling operation and/or the asphalt lay-down operation is passing by residential and commercial driveways. The project is anticipated to be complete within four to six weeks.
New Business
Under New Business, the City Commission approved a resolution authorizing the transfer of fund balances from the Year 1 ARPA Ponca City Small Business Assistance Program and Ponca City Non-Profit Assistance Program to Year 2 ARPA Projects. On November 8, 2021, by Resolution No. 6626, the Mayor and Board of Commissioners approved an allocation of the City’s ARPA funds be set aside for the Ponca City Small Business Assistance Program and Ponca City Non-Profit Assistance Program. On April 1, 2022 the City of Ponca City opened an application cycle for any potential small business located in the City limits of Ponca City to apply for assistance. This application cycle ended on April 30, 2022. Thirty-three applications were received and scored pursuant to program guidelines and thresholds. Thirty-two applications were approved. There is a fund balance remaining of $32,500.00. On April 1, 2022 the City of Ponca City opened an application cycle for any potential non-profit located in the City limits of Ponca City to apply for assistance. This application cycle ended on April 30, 2022. Eighteen applications were received and scored pursuant to program guidelines and thresholds. Seventeen applications were approved. There is a fund balance remaining of $52,000.00.
The City Commission also approved Change Order #1, final acceptance, accept all work as complete, and authorize final payment to Happy Playgrounds, LLC for poured in place playground surfacing, Contract No. 18609 CDBG 22, Attucks Park Improvements, in the amount of $73,642.50. The City of Ponca City received four written quotes from the following vendors in the following amounts: Happy Playgrounds, $72,367.50; Cunningham Recreation, $84,731.40; NFS Surface, $85,357.00; and MRC, $137,592.00.
An executive session was conducted for the purposes of discussing negotiations with the International Association of Fire Fighters and the Fraternal Order of Police. No action was taken.

PCUA Consent Agenda
Under the PCUA Consent Agenda, the PCUA Trustees approved the minutes of the Ponca City Utility Authority regular session held April 10, 2023; a resolution appropriating money for the payment of claims against the PCUA; and a resolution of the PCUA amending the operating budget of various PCUA funds for Fiscal Year 2022-23.
PCUA New Business
Under PCUA New Business, the PCUA Trustees also approved the purchase of a new Al-Jon Advantage 500 Compactor, per HGACBuy purchasing contract No. SM10-20, in the amount of $828,171.00.
