Status docket held for Blackwell Mayor on Friday

Blackwell mayor Thomas J. Greenfield, 42, had a status docket held in Kay County District Court this past Friday.

Greenfield is facing three felony charges of embezzlement, one count of fraud and one count of conspiracy. Greenfield appeared before Judge Bandy on Aug. 24 and his bond was reduced from $25,000 to $500.

Also facing charges is Tonkawa City Manager Kirk Eugene Henderson, 61, for felony charges of conspiracy and fraud. Former Blackwell City Manager Thomas Lynn Outhier, 67, of Tonkawa is facing the same charges as Greenfield.

Greenfield was the co-owner of GNC Concrete, a company based in Blackwell, that closed in 2018. According to Fox 25 in Oklahoma City, it was later discovered that there were transactions between G&C Concrete and the City of Blackwell with a total of $129,489.50.

During Friday’s status docket, a preliminary hearing was scheduled for March 28. Greenfield is represented by attorney Eddie Wyant of Enid.

Henderson is scheduled for a status docket on Dec. 17. During his initial appearance, bond was reduced from $5,000 to $1,000. He is represented by Ponca City attorney Grace Yates.

A warrant remains issued for Outhier with bond endorsed at $5,000. According to the Oklahoma voting registration records, Outhier now lives in Okeene.
