Ponca City Board of Commissioners met in regular session Monday

The Ponca City Board of Commissioners met in regular session on December 27, 2021. Mayor Homer Nicholson called the meeting to order, which was followed by the pledge of allegiance. Commissioner Chapman and Commissioner Taylor were present. Commissioner Bodick and Commissioner Scott were absent.

Consent Agenda

Under the Consent Agenda, the City Commission approved the minutes of the Ponca City Board of Commissioners regular session held December 13, 2021; a resolution appropriating money for the payment of claims against the City of Ponca City; a resolution amending the operating budget of various funds for Fiscal Year 2021-22; and a contract award for road construction materials to the lowest and most responsible bidder available for January 1, 2022 through June 30, 2022.

City Manager’s Report

Under the City Manager’s Report, Assistant City Manager Tana McKinley reported that the Christmas Tree Recycling area is now open through January 21, 2022 for the drop-off of Christmas trees. This area is located across the street from the drop-off Recycling Center on west Prospect Avenue. All lights and ornaments should be removed from Christmas trees prior to bringing them to the Christmas Tree Recycling area. The old Christmas trees will be turned into mulch for gardening and landscape usage, and will be made available, free, to the public beginning January 27, 2022 until it is gone. Those interested will need to bring shovels and containers for transporting the mulch.

McKinley also reported that the City of Ponca City will observe Friday, December 31, 2021 as a City Holiday:

• Residential Refuse WILL NOT BE PICKED UP Friday, December 31, and will RESUME Monday, January 3.
• The Ponca City Landfill will be CLOSED Friday, December 31, and REOPEN Saturday, January 1.
• The Ponca City Library will be CLOSED Friday, December 31, and REOPEN Sunday, January 2.
• Marland’s Grand Home will be CLOSED Friday, December 31, and REOPEN Tuesday, January 4.
• The Marland Mansion and Estate will be CLOSED Friday, December 31, and REOPEN Monday, January 3.
• Lew Wentz Golf Course will be CLOSING at 4:00 p.m. on Friday, December 31 and REOPEN on Sunday, January 2.
• The Ponca City Senior Center will be CLOSED Friday, December 31, and REOPEN Monday, January 3.
• And the Ponca City RecPlex will be OPEN 5:00 a.m. to 5:00 p.m. ONLY on Friday, December 31, and OPEN 10:00 a.m. to 8:00 p.m. ONLY on Saturday, January 1, and resume regular operating hours Sunday, January 2.

PONCA CITY UTILITY AUTHORITY

PCUA Consent Agenda

Under the PCUA Consent Agenda, the PCUA Trustees approved the minutes of the Ponca City Utility Authority regular session held December 13, 2021; a resolution appropriating money for the payment of claims against the Ponca City Utility Authority; a resolution amending the operating budget of various PCUA funds for Fiscal Year 2021-22; and septic hauler use permits and DEQ consent forms for Cary’s Septic LLC, United Rentals DBA Reliable Onsite Services, and D&P Tank Services for the 2022 calendar year.

PCUA New Business

Under PCUA New Business, the PCUA Trustees approved a 30-month lease agreement with Jim Leach for Ponca City Broadband warehouse space and authorized the City Manager to sign all required lease documents in the amount of $108,265.20. Ponca City Broadband continues to grow in size, and the necessary space to warehouse the various pieces of materials and equipment has out-paced the availability of other existing space. As revenues increase, the long-term goal is to purchase warehouse space or remodel existing City property to serve as warehouse space. At this time, short-term leasing is the most cost-effective solution.

The 9,750 square foot building has been recently refurbished by the owner to include: new HVAC, new loading dock doors, new LED interior lighting, new insulation, as well as a new interior entryway, small office, conference room, and bathroom. Ponca City Broadband does not intend to use this space as office headquarters. The interior rooms will be used for secure, environmentally controlled space for electronic storage. The building has an existing alarm system, and Ponca City Broadband would pay the monthly monitoring costs which are not included in the building lease payments.

This is a standard, triple net lease for a 30-month time period. The owner of the property agreed to the standard non-appropriation clause in the agreement. Ponca City Broadband will take possession of the building January 1, 2022 and have storage racks laid out prior to the arrival of outside plant construction materials, which will begin before the end of January 2022. All existing inventory will be moved into the location as time permits.
