The Ponca City Board of Commissioners met in regular session on April 25, 2022. Mayor Homer Nicholson called the meeting to order, which was followed by the pledge of allegiance. Commissioners Bodick, Chapman, Scott, and Taylor were present.
Consent Agenda
Under the Consent Agenda, the City Commission approved the minutes of the Ponca City Board of Commissioners regular session held April 11, 2022, work session held April 18, 2022, and work session held April 19, 2022; a resolution appropriating money for the payment of claims against the City of Ponca City, Oklahoma; a resolution of the Board of Commissioners of the City of Ponca City, Oklahoma amending the operating budget of various funds for Fiscal Year 2021-22; and ratified the City Manager’s action taken on renewing a contract with HCC LIFE for individual and aggregate re-insurance on the City’s health insurance benefit plan for the fiscal year beginning July 1, 2022.

Under the City Manager’s Report, City Manager Craig Stephenson reminded the public that the Ponca City Small Business Assistant Grant and Non-Profit Assistance Grant applications are available by contacting the Ponca City Development Authority at 580.765.7070 and Covid-19 Rent/Mortgage Assistance Grant and Utility Assistance Grant applications are available by contacting NERA at 580.765.5372.
Stephenson reported that Household Hazardous Waste Day was a success. Over 577 vehicles dropped off hazardous waste at the event, including 250 pounds of unwanted prescriptions.
Stephenson encouraged the public to go to www.poncacityok.gov/parksandrec-registration to register for numerous upcoming Parks and Recreation events, such as: 5K Color Blast Fun Run, Red Cross Lifeguard Certification, Youth Skate Camp, Youth Scooter Camp, Pottery for Adults, Adult Tennis Lessons, Free Youth Fishing Clinic, Youth Basketball Camp, Youth Tennis Camp, Youth Volleyball Summer Camp, Kayak Lessons, Kayak Sunrise Tours, Performing Arts – Youth Stage Acting Camp, Performing Arts – Intro to Theater 3rd-6th Grade, and Performing Arts – Intro to Theater 7th – 12th Grade. Stephenson concluded his report by noting that the City Commission budget hearings with City management and departments were held April 18 and 19, and that a public hearing on the proposed budget and City Commission review will be held on Monday, May 9, 2022.
PCUA (PONCA CITY UTILITY AUTHORITY)
PCUA Consent Agenda
Under the PCUA Consent Agenda, the PCUA Trustees approved the minutes of the Ponca City Utility Authority regular session held April 11, 2022; a resolution appropriating money for the payment of claims against the Ponca City Utility Authority of Ponca City, Oklahoma; a resolution of the Ponca City Utility Authority, Ponca City, Oklahoma amending the operating budget of various PCUA funds for Fiscal Year 2021-22; and acknowledged receipt of Oklahoma Department of Environmental Quality Construction Permit SL000036210939 for the construction of 2,163 linear feet of 8-Inch HDPE sanitary sewer line for the Kingston Road and Ash Avenue Sewer Line Rehabilitation Project in Kay County, Oklahoma.
PCUA New Business
Under PCUA New Business, the PCUA Trustees voted to approve a construction contract with Luckinbill Construction, LLC of Edmond Oklahoma, for the Water Treatment Plant Clearwell Rehabilitation Project in the amount of $399,388.00. The two clearwells are a major component at the Water Treatment Plant. They are concrete structures that contain treated water. They serve to provide contact time for chlorine and provide flow equalization to accommodate for the changing water demand. The scope of this project is to rehabilitate the exposed concrete surfaces, which include preparing the surface, repairing grout, sealing cracks, and applying a silicone-type weatherproof coating. Five contractors attended the pre-bid meeting and visited the project site. Four contractors submitted bids, with Luckinbill Construction, LLC being the lowest, most responsible bidder. Both City staff and the S2 engineer recommended that Luckinbill Construction, LLC be awarded the construction contract.
The PCUA Trustees also approved Change Order No. 1 to Trans-Tel Central, LLC. and accepted all work as complete for Fiber To The Home Phases 2 and 3 in the add amount of $57,020.00 and the final payment in the amount of $145,708.77. The project engineer, Monte R. Lee and Company, has certified that all construction tasks for Phases 2 and 3 are complete, fully tested, and operational. Trans-Tel Central, LLC. completed work on the project in a timely manner and requested final payment. The original contract award for Phases 2 and 3 was $4,339,205.46. Owner-furnished materials in the amount of $1,076,584.65 reduced the actual construction costs to $3,262,620.81. Change Order No. 1 reconciles all final quantities for make ready work for the project and results in an add amount of $57,020.00. The final payment on the construction contract after Change Order No. 1 is $145,708.77 for the construction costs of Phases 2 and 3.
