A Former Blackwell City Manager, Thomas Lynn Outhier, 67, is now free on a $5,000 bond after he was booked into the Kay County Detention Center on felony charges of conspiracy and fraud.
Also facing the same charges with Outhier when they were handed out last year were Blackwell Mayor T.J. Greenfield, 42, and Tonkawa City Manager Kirk Eugene Henderson, 61.
Greenfield also faces three felony charges of embezzlement.
According to the information filed by Oklahoma State Bureau of Investigation agent Richard Brown, Greenfield is accused of profiting $129,489.50 from transactions involving G&C Concrete, the City of Tonkawa and the City of Blackwell. The transactions spanned three years.
Outhier was booked into the Kay County Detention Center on Dec. 30 and has a court appearance on Jan. 14. Henderson has a preliminary hearing on March 3, and Greenfield’s preliminary hearing is March 28.
