Anyone that wants to file for municipal offices and board of education seats can do so starting this upcoming Monday, December 6, at the Kay County Election Board.
Candidates interested in filing for municipal offices in the City of Blackwell and Ponca City in Kay County municipalities will file Declarations of Candidacy beginning 8 a.m. Monday Dec. 6.
Carol Leaming, Secretary of the Kay County Election Board, said Declaration of Candidacy forms must be completed and submitted to the County Election Board no later than 5 p.m. Wednesday, Dec. 8. Leaming reminds voters that Contest of Candidacy must be filed no later than Friday, Dec. 10 and may only be filed by another candidate for that office, unless a candidate files unopposed.
Declarations of Candidacy will be accepted for the following offices:
City of Blackwell Ward 1 Councilor 3 year term
Ward 2 Councilor 3 year term
City of Ponca City Mayor 3 year term
Candidates for the Board of Education in Blackwell, Kildare, Newkirk, Peckham, Ponca City, Tonkawa, and The Pioneer Technology Center in Kay County school districts can also file Declarations of Candidacy.
Declarations of Candidacy will be accepted for the following offices:
Blackwell School District Board Position No. 2 5 year term
Kildare School District Board Position No. 3 3 year term
Newkirk School District Board Position No. 2 5 year term
Peckham School Board Position No. 1 3 year term
Ponca City School District Board Position No. 2 5 year term
Board Position No. 4 unexpired term with two years remaining.
Tonkawa School District Board Position No. 2 5 year term
Pioneer Technology Center Board Zone No.5 5 year term
If more than two candidates file for the same vacant Board of Education position, a Primary Election will be held Tuesday, Feb. 8. If one candidate receives more than 50 percent of the votes, that candidate will be named the elected official. If no candidate receives more than 50 percent of the votes, the two candidates receiving the highest number of votes will vie for the vacant position during the Board of Education General Election, April 5.
If only two candidates file for the same vacant Board of Education position, those two candidates’ names will appear on the General Election ballot in April.

Party nominees for offices at stake in City’s of Blackwell and Ponca City will be selected in the Primary Election scheduled Feb. 8, 2022. The General Election, if necessary after the Primary, will be held April 5.
The Kay County Election Board is located at 201 S. Main St. Newkirk, OK in the Basement of the Kay County Courthouse, and open from 8 a.m. to 4 p. m. Monday through Friday.
