James Carter, the Executive Director of Northern Oklahoma Youth Services (NOYS) recently celebrated 30 years of employment with the agency. Mr. Carter began as a counselor for the agency back in January of 1988. In the last 30 years, Mr. Carter has served in many positions for the agency providing and overseeing quality counseling programs and emergency shelter for youth in Oklahoma. Under Mr. Carter’s direction, NOYS provides counseling to youth and parents, parenting classes, First Time Offenders program and emergency shelter for youth. Mr. Carter states that “in the last 30 years, he has seen many changes in the programs that NOYS has offered. As the needs in the communities we serve change and grow, our programs have continued to provide education and healing for families.”
Northern Oklahoma Youth Services, NOYS, is a 501-C3 non-profit serving Kay, Noble and Pawnee counties in Northern Oklahoma. NOYS is a United Way Agency and receives funding through state and federal grants as well as donations from the community.
