Blackwell Mayor T.J. Greenfield is set to face charges for conspiracy, fraud, and three counts of embezzlement.
Greenfield currently has an outstanding warrant. Former Blackwell City Manager Chip Ouither and current Tonkawa City Manager Kirk Henderson are also facing charges for conspiracy and fraud as well.
Greenfield was the co-owner of GNC Concrete, a company based in Blackwell, that closed in 2018. According to Fox 25 in Oklahoma City, it was later discovered that there were transactions between G&C Concrete and the City of Blackwell with a total of $129,489.50.
G&C Concrete was paid with the city’s credit card. From 2016 to 2018, Greenfield was co-signing the credit card payment checks. Not only did the city council not receive copies of the credit card statements for review approval, council members also had no idea that the City of Blackwell was conducting business with G&C Concrete via credit card.
Another instance of Greenfield’s embezzlement goes back to a tie-in with Tonkawa City Manager Kirk Henderson. Henderson purchased materials from G&C Concrete as a part of a business liquidation auction. Tonkawa then sold their earnings from the auction to Blackwell without first taking possession of the items they purchased. This indirectly profited Greenfield.
