The Ponca City Board of Commissioners met in regular session on December 27, 2022. Mayor Homer Nicholson called the meeting to order, which was followed by the pledge of allegiance. Commissioners Bodick, Chapman, Scott, and Taylor were in attendance.
Consent Agenda
Under the Consent Agenda, the City Commission approved the minutes of the Ponca City Board of Commissioners regular session held December 12, 2022 and work session held December 19, 2022; a resolution appropriating money for the payment of claims against the City of Ponca City, Oklahoma; and the amended Urban contract agreement between the State of Oklahoma Department of Transportation and the City of Ponca City, Project No. J3-6403(004), State Job No. 36403(04)(05) Earmark Restoration of the Santa Fe Depot In Ponca City, Oklahoma, in the amount of $2,000,000.00.
Reports
Under Reports, City Manager Craig Stephenson reported that Autumn Leaf Collection will end on January 22, 2023; the Christmas Tree Recycling Area will close on January 22, 2023 and reopen on January 26, 2023 with mulch available until it is gone; and the Festival of Angels Christmas light displays will continue thru December 30 at Cann Memorial Gardens, Pioneer Woman Statue and Lake Ponca Park.
Stephenson reported that the New Year’s holiday schedule for City operations will be as follows:
- City Hall will be CLOSED Monday, January 2 and REOPEN Tuesday, January 3.
- Residential Refuse WILL NOT BE PICKED UP Monday, January 2, and will RESUME Tuesday, January 3.
- Ponca City Landfill will be OPEN Saturday, December 31, will be CLOSED Sunday, January 1 and Monday, January 2 and will REOPEN Tuesday, January 3.
- Ponca City Library will be CLOSED Sunday, January 1 and Monday, January 2 and will REOPEN Tuesday, January 3.
- Marland Mansion and Estate and Marland’s Grand Home will be OPEN Saturday, December 31, will be CLOSED Sunday, January 1 and Monday, January 2 and REOPEN Tuesday, January 3.
- Lew Wentz Golf Course will be CLOSING at 4:00 p.m. on Saturday, December 31 and REOPEN on Monday, January 2.
- Ponca City Senior Center will be CLOSED Saturday, December 31 and REOPEN on Tuesday, January 3.
- Ponca City RecPlex will be OPEN 6:30 a.m. to 5:00 p.m. ONLY on Saturday, December 31, and OPEN 10:00 a.m. to 8:00 p.m. ONLY on Sunday, January 1 and resume regular operating hours Monday, January 2.
Stephenson reported that Sober Brothers, Inc. has entered a contract with the City of Ponca City to reconstruct Hartford Avenue from NE Woodland Road to El Camino Street. Work will include the installation of a new 8-inch water line to replace the old deteriorated water line and reconstruction of the concrete pavement. The road will be closed to traffic beginning Tuesday, January 3, 2023. The total construction time for the project is estimated to be 90 calendar days. During the project, Hartford Avenue will be closed to all traffic from the east side of NE Woodland Road to the east side of El Camino Street. Traffic will be re-routed to the north on Pecan Road and Turner Street to Donner Avenue to detour around the construction. Stephenson reported that on Friday, December 23, Ponca City Utility Authority Trust Chair Homer Nicholson signed the final water storage agreement between the Department of Army and PCUA for originally authorized water storage space in Kaw Lake, Oklahoma. The fee for this storage right is $3,545,774.00, an estimated savings of approximately $6 million to $7 million. There will also be a payment made for the federal Fiscal Year 2021 annual operating cost of $2,783.00. The signed agreement was emailed back to the Corps of Engineers on Friday, December 23, 2022; the final document with official agreement number is expected within approximately a week; and within approximately 30 days a bill will be received to make payment in full for the storage agreement.
And, Stephenson reported that PCUA is the beneficiary of the recently passed $1.7 trillion omnibus spending bill to keep the federal government funded through the end of 2023. U.S. Senator Inhofe secured $1.5 million towards the rehabilitation, of the last phase, of the Bois D ‘Arc Sanitary Sewer Interceptor Line. The total project is estimated to cost $3 million.
New Business
Under New Business, the City Commission approved an updated Addendum No. 1 to the Municipal Master Lease Agreement between the City of Ponca City and Yamaha Motor Finance Corporation, USA and authorized the Mayor to execute the lease agreement for a period of four years for new golf carts at Lew Wentz Golf Course. The lease documents with Yamaha Motor Finance Corporation, USA is for a period of four years. The lease is for 50 golf carts at the price of $82.64 per cart per month for four years (which is an increase from the 2018 lease of 45 carts for $59.80 per cart per month.) The golf course has had a 4-year lease for golf carts for the past 24 years. The new lease includes a geo-fencing management program to set up restricted zones to protect the golf course and a perimeter fencing feature to aid with security issues.
