Kay County Commissioners to live stream meeting

The Kay County Board of Commisioners meeting, scheduled for March 23, 2020, will be live-streamed on Facebook.

AGENDA FOR THE BOARD OF COUNTY COMMISSIONERS OF KAY COUNTY, OKLAHOMA

As required by Section 311, Title 25 of the Oklahoma Statutes, Notice is hereby given that the Board of County Commissioners (BOCC) of Kay County, Oklahoma, will hold a Regular meeting on March 23, 2020, at 9:00 a.m.

  1. Call the meeting to order.
  2. Roll call.
  3. Flag Salute.
  4. Consideration, discussion and possible action to approve/disapprove the minutes of the previous meeting(s).
  5. Consideration, discussion and possible action on an appeal made by Steve Boone, Security Abstract Company, requesting limited access for one (1) Security Abstract employee to be allowed in the County Clerk’s office for one hour each day during the public closing of the courthouse.
  6. Consideration, discussion and possible action on Kay County 401(a) Plan-Amendment One-2020 regarding certain benefits.
  7. Consideration, discussion and possible action on Ad Valorem Reimbursement Fund, for loss of revenue due to exemption of new or expanded manufacturing facilities in 2018 for 2019 tax year.
  8. Consideration, discussion and possible action on Contract and Agreement for Juvenile Detention Services between the County of Comanche and the County of Kay, $40.00 per juvenile/detainee, per day.
  9. Consideration, discussion and possible action to rebid Tanker Remount and Equipment for Kildare Fire Department.
  10. Consideration and discussion on Road and Bridge Projects/Circuit Engineering District (CED) No. 8 and Road and Bridge Projects.
  11. Consideration, discussion and possible action on Bridge Application Form Emergency and Transportation Revolving Fund Program on the following bridges: a. Bridge CN#45 NBI#08568 Str. Loc.#36E0100N319002, requested amount-$90,000.00, Dist#3 b.Bridge CN#32 NBI#11874 Str. Loc.#36E0080N318002, requested amount-$90,000.00, Dist#2 c. Bridge Str.   12. Consideration, discussion and possible action on Contract Agreement Emergency and Transportation Revolving, ETR Fund by and between Kay County BOCC and the Oklahoma Cooperative Circuit Engineering Districts Board (OCCEDB) on the following: a. Project Number: ETRCB8-36-3(34)20-requested amount-$90,000.00, anticipated reimbursement fund-BIA Funds b.Project Number: ETRCB8-36-3(35)20-requested amount-$90,000.00, anticipated reimbursement fund-BIA Funds c. Project Number: ETRCB8-36-3(36)20-requested amount-$115,000.00, anticipated reimbursement fund FEMA Funds
  13. Consideration, discussion and possible action to approve to go out for sealed bids on removal of existing 24’ x 53’ bolt-together framed building with all existing fixtures and wiring included (building is located on courthouse property).
  14. Consideration, discussion and possible action on Resolution No. 19, 20-114, a resolution memorializing board action regarding closing courthouse to the public because of a widespread threat of the COVID-19 pandemic.
  15. New Business [As per 1991 O.S. 25§311. A.9- ‘New Business’, as used herein, shall mean any matter not known about or which could not have been reasonably foreseen prior to the time of posting.]
  16. Consideration, discussion and possible action to reject Bid#2019-23, River Road Hot In-Place Recycle Pine Avenue to 106th Lane, Dist#2.
  17. Consideration, discussion and possible action on Bid#2019-28 River Road Pavement Repair, Dist#2.
  18. Consideration, discussion and possible action on the following Transfer of Funds: a.Hwy. Dist#2 Maintenance & Operation-$4,604.59 to BIA 6 Bridges Project
