Blackwell voters approve 10 of 14 propositions

Blackwell Proposition 1 APPROVED
Amends the city charter to eliminate the position of city treasurer and replace it with a Chief Financial Officer who is a certified public accountant.
Blackwell Proposition 2 APPROVED
Amends the city charter and provides regulations on the sale of city-owned utilities and property.
Blackwell Proposition 3 APPROVED
Changes the number of votes on the City Council needed to approve the emergency clause on resolutions and ordinances.
Blackwell Proposition 4 NOT APPROVED
Amends the dollar level required before contracts must be based on specifications and advertised for bids in the newspaper.
Blackwell Proposition 5 APPROVED
Amends the city charter on regulations on recalling city council members.
Blackwell Proposition 6 APPROVED
Amends locations where the City Council may meet and amends set meeting times to conform with Oklahoma’s Open Meeting Act.
Blackwell Proposition 7 NOT APPROVED
Removes control of hiring certain key municipal employees from the City Council and grants that authority to the City Manager.
Blackwell Proposition 8 APPROVED
Amends the city charter to require the City Manager to live within the Blackwell city limits within six months of employment.
Blackwell Proposition 9 APPROVED
Amends the city charter regulations on the setting of salaries for City Council members; notes that city staff salaries are set by the City Council and City Council salaries are set by ordinance.
Blackwell Proposition 10 APPROVED
Amends the city charter to state Municipal Judges assess fines, costs and fees. Also states that if a defendant pleads not guilty in Municipal Court, a trial shall be held immediately if witnesses are available to give testimony.
Blackwell Proposition 11 APPROVED
Amends the city charter so amendments to the charter are made in compliance with state law.
Blackwell Proposition 12 APPROVED
Amends the city charter so the initiative and referendum petition process complies with state law.
Blackwell Proposition 13 NOT APPROVED
Amends the city charter to remove control of financial matters from the library board and give control to the City Council, with advice and assistance from the library board, and gives administrative and executive control over the library to the City Manager, with advice and assistance from the librarian.
Blackwell Proposition 14 NOT APPROVED
Amends the city charter to allow the City Council to exercise its power through the passing of ordinances, resolutions and motions.
