Ark City man arrested for allegedly shooting 5 times at vehicle

ARKANSAS CITY, Kan. — The Arkansas City Police Department arrested an Arkansas City man early Saturday morning after he allegedly fired five shots into an occupied vehicle.

Landon Lee Bissell, 34, was arrested on suspicion of felony counts of aggravated assault, criminal discharge of a firearm at an occupied vehicle, criminal possession of a firearm and possession of methamphetamine. He also was arrested on suspicion of misdemeanor counts of criminal damage to property and possession of drug paraphernalia.

Bissell was transported to and booked into the Cowley County Jail in lieu of $64,000 bond through Cowley County District Court in Arkansas City. He remained in custody at the time of this release.

Officers were dispatched about 12:27 a.m. Saturday to the 800 block of North First Street for a report of a possible shooting. They learned it actually had occurred in the 900 block of North First Street.

The two victims, a 33-year-old Arkansas City male and a 47-year-old Arkansas City female, said they were sitting in their vehicle at that location when Bissell drove up in a red Chevrolet pickup truck.

The victims reported that he stopped the vehicle, exchanged words with them, and then shot and struck their vehicle five times, narrowly missing the victims themselves. No injuries were reported.

Officers initially were unable to locate the suspect, so they posted a picture of him on Facebook on Monday. Thanks to the tips they received, they were able to locate the Chevrolet and contact Bissell.

“The Arkansas City Police Department recognizes the importance of working together with the citizens of our community in solving crime and keeping the community safe,” said ACPD Detective Lt. Jim Holloway, who heads the department’s investigation division.

Police interviewed Bissell, and executed a search warrant for his house and vehicle. They located a firearm thought to be the one used in the incident, along with evidence of suspected illegal drug use.

Bissell subsequently was taken into custody.

A defendant’s guilt or innocence is to be determined by a court of law.
