Delinquent sex offender arrested

Floyd Charles Milligan, one of the five sex offenders that were named on February 18th as delinquent, was arrested this morning and is currently held at the Ponca City Police Department. He will be transported to the Kay County Detention Center soon.

Wesley Scott Love was taken into custody by the Blackwell Police Department shortly after the story was released.

Jake William Bolling had updated his registry with the Ponca City Police Department on February 19th and is no longer delinquent.

Two are still outstanding and delinquent. Randy Joseph Jay last registered with the Ponca City Police Department in September of 2014. Jay was to register again on January 23, 2015 but failed to do so. He was last known to be registered as living at 505 North Oak Street. Also, Donald Laverne Brown has been delinquent since June of 2013. His last known registered address was 850 North First Street.
