The Ponca City Police Department reported that a pursuit began shortly before 7 p.m. Sunday of a truck driven by Larry Durbin, 40.

A department report said Durbin was eastbound in the 600 block of East Central Avenue, followed by a police officer, who advised items were tossed out of Durbin’s truck. The officer requested that another officer pick up the items.

Durbin crashed his truck at 11th Street and Ponca Avenue. The police officer advised  that shots were fired and he had three people detained on the ground at gunpoint.

An ambulance was dispatched to stage nearby and another officer arrived to assist. A man who had been in the truck was struck by a bullet during the exchange of gunfire. He was transported to the emergency room.

Larry Dean Durbin II was arrested on complaints of driving under suspension; attempting to elude an officer, shooting with intent to kill; possession of a firearm after a former conviction; possession of marijuana and methamphetamine; possession of paraphernalia and reckless driving.

Durbin was also arrested on Kay County warrants for an application to revoke a suspended sentence for forgery in the second degree and failure to appear on a charge of possession of a controlled dangerous substance, methamphetamine.

He was also arrested on a Ponca City warrant for driving under suspension and no insurance, as well as an Osage County warrant for failure to pay a fine in a second-degree burglary case.

Jennifer Renee Hill, 29, was arrested on Kay County warrants for failure to pay a fine for possession of methamphetamine and morphine; failure to appear on a charge of failure to carry insurance; family to appear on a charge of operating a motor vehicle without a driver’s license and failure to appear on a speeding charge.
