ARKANSAS CITY, Kan. — A Winfield man was arrested Thursday after allegedly hitting a 30-year-old Arkansas City man and breaking a plate over his head in southwest Arkansas City.

Jacob Israel Stevens, 22, was arrested by the Winfield Police Department on suspicion of aggravated battery. He was transported to and booked into the Cowley County Jail in lieu of $10,000 bond through Cowley County District Court in Arkansas City.

Stevens remained in custody at the time of this release.

The Arkansas City Fire-EMS and Police departments were dispatched Thursday, July 14, to 909 1/2 S. First St. for a report of a battery that had occurred. A male victim with injuries to his face and head was located.

A witness identified Stevens as a suspect in the battery. He allegedly had become upset with the victim at the residence and begun hitting him. The witness said he broke a plate over the victim’s head.

The victim was transported to South Central Kansas Medical Center for treatment.

Once Arkansas City police determined the suspect lives in Winfield, they contacted the Winfield Police Department, which took Stevens into custody.

A defendant’s guilt or innocence is to be determined by a court of law.
